Q: Can the booking fee be turned off or edited for individual properties?

A: Yes. You can set a booking fee for an individual property 

1. Go to Properties > Tariffs > modify property

2. Enter the fee in the Booking Fee field

3. Save Changes

NB. Any fee set here will override any booking fee set at the global level
