Q. Why is this booking showing as a Pending Cashier?

A. A booking with the mode of 'Pending Cashier' is where the guest has gone to pay but not completed the transaction for some reason. These bookings show in your Bookings Awaiting Action screen. Receiving payment or cancelling the booking removes it from that screen.

The booking is saved as a Pending booking so another booking can't be made over the top before you contact the guest to offer alternate payment methods.
